The recommendation has come from the Inspector appointed to hear the inquiry in to the local plan. He has absolutely nothing to do with the council. His role is to consider the evidence put before him and report accordingly. In doing so he will have taken account of the views of ALL interested parties. That would include the Council, Football club as well as local residents and anyone else with an interest, not just in building the stadium but also development in the area generally. The Inspector will also have to take current Government planning policies and guidance in to account. The current guidance for new stadia is that they should be situated as close to the centre of towns as possible or if on the outskirts be easily accessible by public transport.
